That totally depends on your definition of a democracy. If you mean a direct democracy, I direct you to many town and city level governments in the New England region of the United States.
Switzerland is also a great example of a direct democracy. While they do elect representatives, the laws can also be challenged by any citizen if they get enough people to sign a petition.
Then there is a national, democractic referendum held to decide the fate of the law by majority vote.
